Any one can get away with crop tops, whether you have a washboard stomach or a bit of a bulge (like moi), you just have to be clever in your styling thats all.

For flat tums, you can practically wear them how you like, team with short-shorts or miniskirts.
For us with bits to grab onto, team with high waisted shorts, or my favourite, high waisted midi skirts.
